ORANGE COUNTY, NC SEEKS EXPERIENCED DIRECTOR OF HOUSING AND COMMUNITY DEVELOPMENT
Nestled in the hills of the North Carolina Piedmont, Orange County is home to more than 130,000 residents and includes historic Hillsborough, the county seat; Chapel Hill, home of the University of North Carolina; and Carrboro and Mebane, former railroad and mill towns. The County encompasses 400 square miles of rolling farms and forest, vital urban centers and small towns. Orange County combines the best of cosmopolitan and rural values with an abundance of historical, social and cultural resources. The Director of Housing and Community Development oversees the management and operations of the HUD funded housing programs such as the HOME Investment Partnership Program, the Community Development Block Grant Program, and the Section 8 Housing Choice Voucher Program and oversees locally funded programs such as the Urgent Repair Program and the Affordable Housing Bond Program. The Director’s responsibilities include leading a 13-member staff, developing and managing a $5.6 million budget, and managing a $5 million bond initiative.
The successful candidate will possess any combination of education and experience equivalent to a bachelor’s degree in Planning, Public Administration, Business Administration, Finance, or a closely related field. An established record of progressively responsible managerial service in a county, municipality or similar work setting is required. The ideal candidate will have served as a director in a comparable organization or a manager in smaller organization. Orange County is seeking applicants with exceptional interpersonal skills with the ability to confidently support and defend organizational initiatives while diplomatically dealing with differing viewpoints. It is expected for the candidate to have extensive knowledge of Federal, state and local guidelines/best practices relating to housing and community development along with familiarity with principles of the modern public administration and planning as it applies to local government.
Starting salary range between $83,853 to $130,000 DOQ/E. The Director of Housing and Community Development reports to County Manager.
