The DoD REPI Program is a key tool for combating encroachment on incompatible development near military installations that can limit or restrict critical military training, testing, and operations. The REPI Program preserves and enhances these military missions by helping remove or avoid land-use conflicts near installations, ranges and their associated facilities, range infrastructure and airspace, as well as addressing regulatory restrictions that inhibit military activities.

A key component of the REPI Program is the use of encroachment management partnerships, referred to as REPI projects, among the Military Services, local and state governments, and private conservation groups. These win-win partnerships share the cost of acquisition of easements or other interests in land from willing sellers to preserve land uses that are compatible with military missions and natural habitats near installations and ranges that help sustain critical military capabilities.

Counties have been active partners in REPI projects across the nation. REPI projects contribute to the longevity of working farms, forests, and ranchlands; increase recreational and open space opportunities for nearby residents and military families; and protect against military relocations that would adversely affect the local economy.
