On September 28, from 2:00–3:00 p.m. ET, the U.S. Department of Agriculture (USDA) will host a webinar on housing resources for rural America. The webinar will focus on the U.S. Department of the Treasury’s (Treasury) Emergency Rental Assistance (ERA) Program and the U.S. Department of Housing and Urban Development’s (HUD) Emergency Housing Voucher Program. Attendees will hear from USDA, Treasury and HUD officials, and representatives from the National Council of State Housing Agencies and a local government official. The American Rescue Plan Act (ARP) established the Emergency Housing Voucher program, allowing HUD to provide additional emergency housing vouchers to Public Housing Authorities (PHAs), including PHAs that are county-owned and operated, for housing insecure individuals and families. The ARP also provided additional funding for Treasury’s ERA program, which provides funding to state, county and municipal governments to assist families struggling to make rental and utility payments. NACo will continue to work with Treasury and other agencies related to the Emergency Rental Assistance program to advocate for county priorities through the process. NACo has also established a COVID-19 Recovery Clearinghouse and a breakdown of funding provided in the American Rescue Plan Act, which counties can utilize to navigate the funding and assistance available to them as they work to respond to the COVID-19 pandemic at the local level.
