Upcoming three-part webinar series on Property Assessed Clean Energy (PACE)

NACo is partnering with PACENation to host a free, three-part webinar series exploring the Property Assessed Clean Energy (PACE) program. The first of three webinars will be held on Tuesday, October 8 at 2:00 PM. Registration and webinar information can be found at the bottom of this post.

PACE is a financing mechanism issued by state and local governments to incentivize renewable energy and energy efficiency improvements – such as energy efficient boilers, upgraded insulation, new windows and solar panel installations – to homes and businesses. Structured as a traditional tax assessment, local governments participating in PACE obtain startup funding through bonds or third-party entities. Once financing is secured, counties make PACE loans to residents and businesses for energy efficient improvements. These loans are paid back on an annual or biannual basis through a special property tax assessment on the property.

The webinar series will include three parts: an introduction to PACE, and two separate webinars on commercial and residential uses of PACE.

PACE 101 – An Introduction to PACE Financing

Participants in this webinar will learn the basics of PACE financing, from enabling legislation to implementation. The webinar is designed for those who know very little about PACE or those familiar with PACE who want to know more about how to bring PACE to their community. Participants will learn why PACE is popular with building owners and how programs can be sponsored and administered with minimal impact to local government budgets. PACENation will describe the many many resources available to government stakeholders.

C-PACE – Commercial PACE is Taking Off

This webinar will focus on C-PACE exclusively, which is now widely available throughout the United States. The webinar is designed for those interested in ways to make C-PACE available in their jurisdictions. Participants will learn about different ways to implement C-PACE, the roles of market participants in building scale, emerging standards and best practices for C-PACE implementation, trends in how C-PACE is being used and examples of C-PACE projects.

R-PACE – Residential PACE

PACE began with R-PACE, and it continues to be an effective way for homeowners to finance projects that make their homes safer, healthier and less expensive to operate. Our final webinar in the series will focus on ways the R-PACE market has matured, met consumer needs and addressed a range of challenges. Attention will be paid to the evolution of consumer protections and the current initiative by the Consumer Financial Protection Bureau to set ability to pay standards for R-PACE, which the PACE industry supports. Participants will learn about initiatives to expand the availability of R-PACE beyond California, Florida and Missouri, and how to engage with others to make R-PACE available in their communities.
