Treasury releases new resource to aid closeout of ERA1 programs

Last week, the U.S. Department of Treasury (Treasury) released a new 14-page resource aimed at assisting Emergency Rental Assistance (ERA) grantees in the closeout of their ERA1 programs. The federal Emergency Rental Assistance program, administered by Treasury, provides direct funding to states and eligible units of local governments, including counties with populations of over 200,000, to assist families struggling to make rent and utility payments.

The first round of Emergency Rental Assistance (ERA1) award funds are available to provide financial assistance and housing stability services to eligible households through September 30, 2022, and may not be used to cover eligible expenses for any period beyond that date. Treasury may extend the period of performance to December 29, 2022, for ERA1 award funds grantees received through reallocation.

Section I of the new resource provides an overview of the closeout process, including basic requirements, closeout timeline and other related closeout activities. Section II focuses on compliance reminders, such as financial management, records retention & documentation, audit requirements and reporting of fraud & abuse.

Treasury has advised grantees to monitor the ERA Guidance page on Treasury’s website for additional compliance resources. NACo will continue to monitor for any updates concerning the closeout of ERA1 programs.
