    Healthy Counties Leadership Spotlight: Chair Phyllis Randall, Chair-at-Large, Loudoun County Board of Supervisors

    Hello Healthy Counties!

    If I’d not had the pleasure of meeting you yet, I’m Phyllis Randall, and I am proud to be chairing this year’s National Association of Counties Healthy Counties Advisory Board.

    I was elected Chair at Large of the Loudoun County Board of Supervisors in November 2015, becoming the first person of color in Virginia’s history to be an elected chair of a county board. As Loudoun’s Chair at Large, I represent Loudoun on various regional, state and national bodies including serving as Chair of the Virginia Association of Counties Health and Human Resources sub-committee, Vice Chair of the Northern Virginia Transportation Authority and member of the Council of Governments Board of Directors. In June of 2018, I was selected as one of only 25 women in the country to be included in the 2019 class of Governing Magazine’s Women in Government Leadership Program. In addition, I have previously served as Chair of Virginia’s Fair Housing Board under Governors Tim Kaine and Bob McDonnell. From 2014 to June of 2018, I served as Chair of Virginia’s State Board of Corrections under Governor Terry McAuliffe. By profession, I am a mental health therapist, working with substance abusing offenders in a local adult detention center, a position I have enjoyed for over 15 years. My profession as a mental health therapist has laid a foundation of understanding that we must take on a whole person view on social determinants of health.

    This year, the Healthy Counties Advisory Board will take a closer look at four main priorities that collectively contribute to building healthy communities:

    • Mental Health and Substance Use Disorders in the Age of COVID-19
    • Food Insecurity
    • Built Environment and Land Use
    • Aging and Health Across the Ages

    NACo’s Healthy Counties Initiative creates and sustains healthy counties by collaborating and sharing innovative approaches to pressing health issues. Healthy Counties enhances public-private partnerships in local health delivery, improves individual and community health and helps counties effectively implement the Affordable Care Act. Healthy Counties focuses on promoting:

    • Access to, and coordination of, care for vulnerable populations in the community, including through health services in hospitals, community health centers and county jails, while focusing on cost-containment strategies 
    • Community public health, prevention and wellness programs.

    By addressing these and other relevant topics, the Initiative enables county leaders to use best practices and foster public-private partnerships to create and sustain healthy communities.

    As the Healthy Counties Advisory Board, we will also discuss the many barriers to achieving a healthy lifestyle such as financial concerns, transportation issues and social stigmas and uplift innovations and solutions.

    In Loudoun County, for example, the Department of Mental Health, Substance Abuse, and Developmental Services (MHSADS) offers resources to individuals within the community such as:

    • Assessment, Referral and Resource Information
    • Mental Health and Substance Use Treatment
    • Case Management
    • Psychiatric Services
    • Crisis Intervention and Stabilization
    • Discharge Planning
    • DD Waiver Eligibility Screening
    • Employment and Day Support
    • In-Home Support
    • Residential Services
    • Intensive Community Treatment
    • Prevention and Intervention Programs
