    EDA seeks information on RECOMPETE Pilot and Tech Hubs Programs

    The U.S. Economic Development Administration (EDA) published two Requests for Information (RFI) on the Recompete Pilot Program and the Regional Technology and Innovation Hubs (Tech Hubs) program in the Federal Register to solicit public input about the programs’ planning and designs. Both the Recompete Pilot and Tech Hubs programs were enacted as part of the CHIPS and Science Act (P.L. 117-167). Congress appropriated EDA $500 million for the Recompete Pilot Program and $200 million for the Tech Hubs program in the Consolidated Appropriations Act of FY 2023.

    The Recompete Pilot Program will provide grant funding to distressed communities across the country to create and connect workers to good jobs and support long-term comprehensive economic development by helping to reduce the high, prime-age (25 to 54 years of age) employment gap.

    The Tech Hubs program will help U.S. regions build and evolve into centers of innovation and seeks to support key technologies and industries of the future, strengthen U.S. economic and national security, and ensure that industries of the future start, grow, and remain in the United States.

    As outlined in the RFIs, EDA welcomes responses from all stakeholders and is seeking input on the following:

    • Ideas for structuring a program that most effectively builds capacity, creates jobs and addresses challenges in communities grappling with persistent economic distress and high prime-age unemployment
    • Identifying metrics to assess the success of the Recompete Pilot Program
    • Designing a competitive, inclusive and accessible grant funding selection process
    • Identifying best practices and evidence-based research that could inform how to most effectively support persistently economically distressed areas.

    Responses for the Tech Hubs RFI are due by 5:00 p.m. EDT on March 16, 2023, and may be submitted via email to TechHubs@eda.gov with “Tech Hubs RFI” in the subject line. Responses for the Recompete Pilot Program RFI are due by 5:00 p.m. EDT on March 27, 2023, and may be submitted via email to Recompete@eda.gov.
