    Every other week, NACo’s County Countdown reviews top federal policy advocacy items with an eye towards counties and the intergovernmental partnership.

    CONGRESS RESUMES

    After a month-long recess, Congress is back. Tasks ahead through the end of the year include finalizing the federal budget by September 30 and negotiating a $44 billion supplemental aid package, including $16 billion dedicated to addressing recent natural disasters.

    • Federal funding: Urgent decisions are to be made on federal government funding before September 30. NACo sent a letter to Capitol Hill outlining key county priorities for inclusion in a Fiscal Year 2024 appropriations package.
    • Supplemental aid package: A substantial package to address natural disasters is under negotiation with the White House.

    FEMA

    The Federal Emergency Management Agency (FEMA) has announced restrictions on disaster recovery spending due to diminishing funds in the Disaster Relief Fund.

    • What it means: Moving forward, only lifesaving, life-sustaining and critical disaster operations will receive funding until Congress replenishes the fund.
    • Take action: Counties are urged to communicate with their Members of Congress to advocate for replenishing the disaster fund.

    AFFORDABLE CONNECTIVITY PROGRAM (ACP) WEEK OF ACTION

    NACo, through participation in the FCC’s Digital Connectivity and Lifeline Awareness Week, continues to back the ACP by encouraging sustained funding for this program.

    • To assist local leaders in addressing the digital divide, NACo has introduced a toolkit, a template advocacy letter, and a guide to county best practices.

    WOTUS RULE AMENDMENT

    The EPA and Army Corps of Engineers have issued a final rule modifying the definition of Waters of the United States (WOTUS), aligning with the Supreme Court's verdict in the Sackett v. EPA case.

    • A key win for counties: This amendment narrows the scope of federally regulated waters, a move aligned with NACo's policy priorities.
    • Next steps: NACo will continue to collaborate with our federal partners to represent county interests effectively during the rule's implementation phase.

    SUPPORT VETERANS WITH OPERATION GREEN LIGHT

    This Veterans Day, NACo and the National Association of County Veterans Service Officers encourage counties to participate in Operation Green Light. By illuminating buildings with green lights from November 6–12, counties can show appreciation and support for veterans.
