About Rashida Brown

Rashida is the program director of health and human services in the Counties Futures Lab. In this role, she is responsible for leading NACo’s the Health and Human Service portfolio with responsibilities that include leading fundraising efforts for cross-cutting initiatives that address public health, substance use disorder, human service delivery and workforce development.

Prior to joining NACo, Rashida served as director of policy, planning and research at the District of Columbia Office of the State Superintendent for Education within the Early Learning Division. In this role, she provided strategic direction, in collaboration with the Assistant Superintendent of Early Learning, to ensure successful implementation of early learning policies, research and strategic plans, particularly those related to the District of Columbia’s Pre-K program, quality rating and improvement system, child care licensing and compliance, Early Head Start and Head Start programs and child care financing and eligibility. She was also a policy analyst at the DC Office of the Deputy Mayor for Health and Human Services, where she led efforts in developing policies and strategies that focused on prevention and promoted streamlined approaches and coordination among health and human services programs. Rashida holds a master's degree from the Howard University School of Social Work.
