    Chelsea serves as the program manager for justice. She is responsible for a variety of professional assignments aimed at informing, educating and assisting county officials across the United States on justice and public safety issues ranging from pretrial justice to reentry services and jail population management. Prior to joining NACo, Chelsea worked as the federal policy intern at the Local Initiatives Support Corporation and conducted research with a professor at American University while pursuing her graduate degree. Prior to graduate school, Chelsea was the director of operations and a policy analyst at the Urban Institute's Justice Policy Center. Chelsea holds a bachelor’s degree in political science from the University of Massachusetts Amherst and a Master of Public Policy from American University.
