The Next Generation Network will provide a grassroots forum for young county officials to network, become engaged in NACo and develop a new generation of association leaders. The network will identify and serve the unique educational and professional development needs of young officials, and draw on the talent, ideas and expertise of young officials to inform NACo’s strategic plan and programs and services for the future.


Laura Montoya, Chair

Laura Montoya was elected Treasurer of Sandoval County, N.M. in 2012. Treasurer Montoya has been appointed as Vice Chair of the Fiscal Policy & Intergovernmental Affairs Committee, is a member of the Programs & Services Committee, and is the former Treasurer and Vice Chair of NACo's Next Generation Network. Before being elected, Treasurer Montoya was a constituent services representative for U.S. Sen. Jeff Bingaman (D-N.M.) and was the youngest Hispanic woman working in that capacity in the U.S., managing five counties in northern New Mexico.

Karen Toles, Vice Chair

Karen Toles represents the 7th Council District of Prince George's County, Md. Councilmember Toles was elected in 2010 and re-elected in 2014. During her service, Councilmember Toles created landmark legislation that led to a historic reducation of crime in Prince George's county and passed the first Project Labor Agreement Laws in Maryland. Councilmember Toles serves on several boards, including the Healthy County Initiative Advisory Board.


Alisha Bell, Secretary

Alisha Bell is the Vice Chair of the Wayne County, Mich. Commission. In 2016, Commissioner Bell was elected president of the National Association of Black County Officials (NABCO) and the Women of the National Association of Counties (WON) Leadership Network.


Melissa McKinlay, Coordinator – Southern Region

Melissa McKinlay was elected to the Palm Beach County, Fla. Board of County Commissioners in 2014. Prior to her election, Commissioner McKinlay worked in the West Palm Beach office of U.S. Sen. Bill Nelson (D-Fla.). Commissioner McKinlay was part of the team that developed Palm Beach County's first sexual assault response medical services center, The Butterfly House.

Shawn Milne, Coordinator – Western Region

Shawn Milne is a Commissioner in Tooele County, Utah. 

Erin Srstka, Coordinator – Central Region

Robert Arlett, Coordinator – Northern Region

Robert Arlett is the 5th District Councilmember on the Sussex County Council, Del. Prior to his election, Councilmember Arlett served as the Republican Chairmain for the 38th Representative District in Sussex County. In 2016, Councilmember Arlett was selected to become an Honorary Commander with the Delaware State Police in its Community Outreach Program.

Buddy Boe, Immediate Past Chair

Buddy Boe served as the Chief Administrative Officer for St. Charles Parish, La., and the Outreach Coordinator for the Louisiana SuperRegion Rail Authority. Boe is a graduate of NACo's County Leadership Institute and is a member of the Louisiana Industrial Executive Association.
