The underground facilities operator is obligated to locate and mark the utilities or issue a no conflict notice within two working days. Failure to do so can result in a civil penalty up to $5,000.00 and payment for excavator delays. To comply with this statute and to protect underground facilities, the Flood Control District (FCD) assigns this responsibility to the Operations and Maintenance (O&M) Division. Five field supervisors rotate an on call assignment as a locator for identifying and marking underground utilizes owned by the Flood Control District. The District developed a GIS tool which overlays topography and as builts and improves accuracy, safety and reduces cost.
