ASSISTANT CITY MANAGER—FISCAL SERVICES DIRECTOR, C ITY OF GRAND RAPIDS, MICH.
Salary: $82,920–$105,813 plus excellent benefits.

The City of Grand Rapids, located in western Michigan, is the second largest city in Michigan. It covers 45 square miles and has a population of about 200,000. The City’s population increased 4.1 percent from 1980 to 1990 and 4.5 percent from 1990 to 2000. Grand Rapids enjoys a diverse economy which supports a full array of outstanding community amenities.

Grand Rapids, incorporated as a city in 1850, adopted a home rule charter in 1916 which created its present commission-manager form of government. Two nonpartisan commissioners are elected from each of the City’s three wards while the Mayor is elected at large. The City Manager, hired by the Commission, is the City’s chief administrator responsible for the coordination of all City departments and for the execution of policies and programs set by the Commission. Grand Rapids provides a full cadre of municipal services including museum, library, utility, park and recreation services. The City employs about 1,960 FTE’s and has a current total budget of $349,016,399. The present City Manager has been in his position since 1987 and with the city since 1974.

This position is a critical part of the City Manager’s cabinet. It is held in high regard and trust by elected officials, peers and subordinates. Assigned responsibilities include direct oversight of Assessor, Budget, Purchasing and Income Tax (totaling 58 FTEs) as well as close coordination/collaboration with the elected City Comptroller and the Commission-appointed City Treasurer. Grand Rapids has a double “A” bond rating. It is the recipient of GROA’s Distinguished Budget Award for 14 straight years and the GFOA Certificate of Conformance for 28 straight years.

Requirements include the equivalency of a Bachelor’s degree in Accounting, Finance, Public or Business Administration or closely related field plus at least 5 years of management-level experience involving oversight of a local government financial program comparable in size and complexity to Grand Rapids. A Master’s degree and experience as a CFO or Assistant CFO are preferred. Must have excellent interpersonal skills and be a true “team player” who is creative with a “can-do” attitude and a solution-focused consultive approach. Salary range: $82,920 to $105,813 plus excellent benefits. The beginning salary is open and negotiable depending on qualifications.

With approximately 100,000 residents, it is the 3rd fastest growing county in Virginia and the 55th fastest in the U.S. Seeks an experienced local government professional with strong leadership, communications and interpersonal skills and significant management experience in a comparable organization undergoing rapid growth. Requires a leader focused on the overall picture, committed to team management, empowering staff to take responsibility for the work of the organization and who is responsive to the internal and external needs of the County. Technical and/or management experience in the assigned functional areas is desirable; a working knowledge of these fields is required.

The new position, under the County Administrator, will be responsible for coordinating, directing and facilitating the functions of Growth Management, Land Management and Acquisition, Economic Development and Tourism. The successful candidate will be responsible for day-to-day operations, including supervision of 13 professional and paraprofessional staff engaged in comprehensive planning, plans review and GIS. The position serves as the technical advisor to the Board of Supervisors, Planning Commission and Historic Preservation Commission, recommending and responding to priorities to ensure that planning activities comply with the County’s Comprehensive Plan, as well as state and federal laws. Howard County Government in Maryland is seeking an experienced planning manager to direct the Department of Planning and Zoning.

Centrally located between the cities of Baltimore and Washington and with a population of over 250,000, Howard County is renowned for its standard of living, high tech industries, public school system and the planned community of Columbia. This position offers the unique opportunity of being at the forefront of progressive urban planning and suburban community development guided by stewardship of the County’s historic and agricultural heritage and oversight of the completion of the new town of Columbia.
