A year after 9-11, impacts on counties vary greatly

In the days and weeks that followed Sept. 11, no one was certain of the full impact the terrorist events would have on counties throughout the nation. Now, a year later, while there is still some uncertainty about the long-term impact, it is clear that size and location have played a key role in how counties were affected.
