Nine counties named among
finalists for Innovations awards


Nine counties are among 98 semifinalists recently named by the Innovations in American Government Program (www.innovations.harvard.edu) for its 1999 awards.

The 98 semifinalists include 22 federal, 40 state, nine county and 21 city and town programs, two school districts, two tribal governments and one government corporation.

The list will be narrowed to 25 finalists in early September. Officials from the 25 programs will make presentations to a panel of judges Oct. 13 in Washington, D.C. Ten winners will be announced the next day, each taking home $100,000. The remaining 15 finalists will each receive $20,000.

Started in 1986, the awards program is sponsored by the Ford Foundation and administered by Harvard University’s John F. Kennedy School of Government in partnership with the Council for Excellence in Government.

Following are the nine counties and their programs, along with the categories in which they were nominated.


Education and Health Care:

  • Orange County, N.Y., Invisible Children’s Program
  • San Mateo County, Calif., Prenatal to Three Initiative
  • Los Angeles County, Calif., Genesis Older Adult Services Program


Social Services:

  • Los Angeles County, Transitioning Foster Youth to Independence
  • The City and County of San Francisco, Calif., Kinship Support Network
  • San Diego County, Calif., Elder Abuse Protection Unit


Community and Economic Development

  • Shelby County, Tenn., Building for the Future


Protective Services

  • Dakota County, Minn., Adolescent Services Grant program.


Management and Governance:

  • Hennepin County, Minn., Commonweal Community HeroCard
