Stormwater regulations relief comes on two fronts

At the strong urging of the Texas Association of Counties and NACo, Sen. Kay Bailey Hutchison (R-Texas) has attached a delay in the promulgation of the Stormwater “Phase II” regulations to the EPA funding bill for FY 2000.

The Phase II regulations are scheduled to be finalized on Oct. 29 and would require counties in “urbanized areas” of more than 50,000 population to obtain discharge permits for runoff rainwater and implement a set of controls to reduce pollutants in stormwater.
