105th Congress leaves town, but
leaves good news for counties


The 105th Congress will probably be remembered for two things … the Balanced Budget Agreement and the Monica Lewinsky affair. It many also be remembered for its nearly 4,000-page, 40lb., omnibus appropriations bill that was three weeks coming into the ’99 fiscal year.
