"Keeping
the Dream Alive Through Global Connections" is this year's theme
for the National Organization of Black County Officials, Inc. (NOBCO) 14th
Annual Economic Development Conference, May 13-17 in Birmingham, Ala. Members,
corporate representatives, federal, state and local officials from health,
labor, agriculture and transportation will analyze and share their perspectives
on the economic plight of communities, globalization and its effects, concerns
about youth, building communities with federal resources and making black
businesses more successful.

"The
National Environmental Policy Forum" will highlight key issues
and action items from the Clean Water Action Plan, with remarks from top
policy makers at EPA and the U.S. Department of Agriculture. The conference
features a status report on the implementation of the Clean Water initiative
and technical roundtables with discussion topic issues to include water
quality standards regulation and revision, total maximum daily loads, combined
sewer overflow policy implementation and enforcement, and EPA reinvention
activities.

The
Association for University Related Research Parks (AURRP) 13th Annual
International Conference May 20-23, in Baton Rouge will explore the technologies
as well as policies and practices that have changed the way people live

Solid
Waste Association of North America's Landfill Symposium will be held
June 22-24 in Palm Beach Garden, Fla. It will cover a variety of issues
including the latest facts on landfill bioreactors, maximizing landfill

"Prefunding
Retiree Health Benefits: Vehicles for Prefunding and Case Study Experiences"
profiles five city/counties and illustrates a range of current prefunding
strategies like voluntary employees' beneficiary associations and the use
of a separate trust or insurance fund specifically designed for prefunding
retiree health care, and pay-as-you-go funding.

Fulton County (Ga.) Office of the Environment has reprinted
its instructional manual "Construction and the Environment,"
