NACo Officers
John Horsley, a former NACo president, was appointed Oct. 22 by President Bill Clinton to be associate deputy secretary and director of intermodalism at the U.S. Department of Transportation. Horsley, of Kitsap County, Wash., will manage the Office of Intermodalism.

Los Angeles County Supervisor and NACo Health Steering Committee Chair Yvonne Brathwaite Burke was in Washington, D.C. on Oct. 22 to meet with Representatives Henry Waxman (D-Calif.) and Brian Bilbray (R-Calif.) to discuss county concerns with the proposed tobacco settlement.

NACo's Second Vice President Jane Hague, commissioner from King County, Wash., was in Washington, D.C. Oct. 23 for the White House Conference on Child Care. In addition to Commissioner Hague, counties were also represented by Burke and Montgomery County, Md. Council Member Marilyn Praisner, chair of NACo's Education, Children and Families Subcommittee.

County Officials/NACo Staff
Jacqueline Byers, NACo director of research, and Ed Ferguson, NACo deputy executive director, met with a delegation of 15 Japanese officials Oct. 9. These officials were interested in how NACo works and wanted an overview of the government structure and revenue-raising capacity.

Donald Murray, NACo associate legislative director, Tom Joseph, NACo deputy legislative director and Byers hosted a delegation from Lithuania Oct. 20. They discussed the role of counties in service delivery and their interactions with private corporations and non-profit groups.

Peter Lane, NACo research associate, attended the annual conference of the Association for Volunteer Administration, Oct. 29-Nov. 1, in Norfolk, Va. Lane staffed the first meeting of NACo's newest affiliate, the National Association of Volunteer Programs in Local Government, at the conference.

On Oct. 29, Byers met with eight Bulgarian representatives, including the director of the League of Municipalities in Bulgaria, who were visiting this country to learn about public administration issues and training for local officials. The group is visiting under the sponsorship of the U.S. Department of Agriculture Graduate School and the U.S. Agency for International Development.
