video conference "Pay-As-You-Throw ... From Those Who Know"
(PAYT), which will air on Oct. 9, from 1-3 p.m. (ET) and is accessible at
no charge to downlink locations nationwide. PAYT is a method of charging
residents for solid waste services based on the amount of trash they generate.
The videoconference will feature a panel discussion by local government
solid waste managers who will discuss firsthand how they have implemented

and improving the performance of government will be the focus of Governing

The
fourth annual Project America Day, celebrating volunteerism, takes place
Oct. 18. The event has generated national attention, and this year, Project
America Day will involve more than 100,000 volunteers in 50 states working
to dedicate that day to making a positive impact on their communities.
Founded in 1993 by three college students, Project America engages people
in the practice of fixing and solving issues on a local level and creates
