President-elect Betty Lou Ward, commissioner, Wake County, N.C. and
First Vice President C. Vernon Gray, council member, Howard County,
Md., attended a White House ceremony Aug. 5, when President Clinton
signed into law the balanced budget agreement.

Marion
County, Ore. Commissioner Randy Franke, former NACo president, was
recently appointed to the board of directors for the Finance
Project, a national initiative designed to improve the effectiveness,
efficiency and equity of public- and private-sector financing for education,
other children's services and community building and development. The publication's

Win
Lyday, director, NACo Department of Information Technology, was recently
appointed to the Advisory Board of Intergovernmental Solutions, a
newsletter published by the U.S. General Services Administration. The new,
online publication focuses on the experiences government managers (at all
levels, from around the world) have with emerging technologies.
On
July 9, Research Director Jackie Byers represented NACo at a White
House briefing on Census 2000, making a presentation on behalf of state
and local governments as stakeholders. Others at the meeting included Lynn
Cutler, Intergovernmental Relations director, and Katherine Bolan from the
Office of Management and Budget.
John
Lou Witt, senior project manager, Radon Indoor Air Project participated
in a presentation on indoor air quality July 24 in Gulf Shores, Ala. at
the 52nd Annual Interstate Environmental Health Seminar. He discussed how
counties can help reduce the indoor air pollutant risks of their citizens.
Tom
Sweet, director, Department of Business Partnerships, took part in a
meeting July 25 of the Public Risk Database Project in San Francisco. The
council, on which Sweet serves, oversees the creation of a national database
to assist public entities in managing risk. The four-year project is funded
from a settlement between public entities and some portion of the insurance
industry.
Associate
Legislative Director Haron Battle participated in a South African
trade and investment conference July 28 at the Commerce Department. The
conference was sponsored by the Commerce Department, the Overseas Private
Investment Corporation, the Trade and Development Agency and the South African
government. Also attending were: Richland County (S.C.) Chair Harriet
Fields; Erie County (N.Y.) Legislator George Holt; and Wayne
County (Mich.) Commissioner George Cushingberry.
Kaye
Braaten, County Services representative, was the keynote speaker July
31 at the Mississippi Association of Supervisors annual meeting in Biloxi,
Miss.
Gary
Gortenburg, director, Employment and Training, took part August 6 in
a panel discussion of "The Changing Face of Workforce Development,"
a session at the County Commissioners Association of Pennsylvania meeting
in Philadelphia.
On
August 7, Associate Legislative Director Neil Bomberg spoke before
the Education, Labor and Job Training Committee of the National Conference
of State Legislatures at its annual meeting in Philadelphia. The presentation
focused on the work of the state and local coalition on workforce development
and legislation pending in Congress.
