TANF, which replaced AFDC, is the program of block grants from the federal government to the states to implement assistance programs pursuant to the provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. States can then devise their own TANF plans to reach national goals of finding work within two years and capping benefits to a five-year lifetime limit.
The level of historic spending that states will be required to continue providing.
