The Kansas Association of Counties (KAC) has appointed Randall L. Allen, city administrator in Marshfield, Wis., as its new executive director.
Allen will began his new position on April 8.
There were a number of excellent candidates for the position, said Nancy Hempen, KAC president and Douglas County treasurer. Allen was selected because of his extensive government experience, both county and city, and because of his Kansas roots. We believe his experience will assist him in rebuilding KAC.
Since 1987, Allen has served as city administrator in Marshfield, where he reported to an elected mayor and a 10-member common council. As the first professional administrator for the city, he was called upon to build working relations and partnerships both inside and outside city government.
Raised in rural western Kansas, Allen was motivated to pursue a government career observing family members serve as township officers and in the Kansas Legislature. After receiving his masters degree from Wichita State University in 1979, with an emphasis in political science and public administration emphasis he held positions with three local governments in Kansas and Wisconsin.
His extensive knowledge of local government, the legislative process, financial management and the ability to effectively communicate with diverse groups were key factors for selecting Allen for the KAC directorship.
I look forward to working with county officials, legislators, and citizens to improve the capacity of Kansas counties to effectively serve people. I believe in county government and think it has a vital role in building and maintaining viable communities throughout Kansas, Allen said.
Allen and his wife, Ivalah, have two children Kyrstin, 14 and Blake 11.
