    Letter Sent to White House for meeting with President Bush and key cabinet-level officials

    Dear Ruben,

    As discussed earlier today at the White House, the National Association of Counties Large Urban County Caucus, a bipartisan coalition of county executives, commissioners and supervisors will be in Washington, D.C. for their annual legislative fly-in on June 13-15. During the fly-in they would like the opportunity to meet with you and several cabinet-level officials on Friday, June 15, 2001, anytime between 9:00 a.m.-11:00 a.m.

    Of course, a drop-in by President George W. Bush would be welcome.

    In 2001, the Caucus’s number one priority is to elevate the need for affordable housing, increase homeownership and tie all of this to sound economic development practices. By working with members of Congress and the Administration, the Caucus is strongly supporting measures to increase homeownership and the availability of affordable housing for citizens of all income levels and backgrounds.

    Because of the economic development and affordable housing tone set by these priorities we would be pleased to hear from HUD Secretary Mel Martinez, HHS Secretary Tommy Thompson, Transportation Secretary Norman Mineta, Commerce Secretary Donald Evans and EPA Administrator Christine Todd Whitman. Additionally, the Caucus is most interested in finding core areas within each of these agencies where we can work collaboratively to achieve mutual goals.

    Congratulations on your recent appointment to U.S. Secretary of Housing and Urban Development.  Urban county leaders across the nation are proud to soon have you at HUD’s helm.

    As the Chairman of NACo’s Large Urban County Caucus, I must confess that I am most pleased for two distinct reasons. One, as an urban county official and NACo Large Urban County Caucus member you are keenly aware of the challenges facing the nation’s urban counties. Second, the Large Urban County Caucus’ number one legislative priority for 2001 is to increase Home Ownership and its relationship to sustainable communities.

    Because you would bring so much to the table as a “former” urban county official, I would like to ask if you could address about 150 Large Urban County Caucus members during NACo’s Legislative Conference. The meeting at the Washington Hilton and Towers begins at 10 a.m. on Sunday, March 4. If you would like to address a much smaller group, the Caucus Steering Committee (18 members) will meet at 8:45 a.m. that same morning.

    Again, congratulations on your new appointment. We are all very proud President-elect Bush has selected such an outstanding county official to lead our nation’s housing and urban agenda.     Dear Senators:

    On behalf of the nation’s Large Urban County Caucus, a bipartisan coalition of urban county elected officials, I would like to thank you for your efforts in offering the Brownfields Revitalization and Environmental Restoration Act of 2001 (S. 350) to facilitate the assessment, cleanup and redevelopment of brownfields sites across the country.

    The Large Urban County Caucus strongly supports federal legislation aimed at meeting the needs of states and local governments – urban, suburban and rural – to expand and improve upon the success of brownfields programs. We believe your bill represents an excellent opportunity to do just that – by making financial resources available, and by clarifying liability issues which can place unnecessary barriers in the way of urban counties’ ability to progress in the cleanup and redevelopment of these sites.

    We offer our full support for S. 350 and hope it will obtain speedy approval by the Senate, House of Representatives and the President.

    As Congressional Urban Caucus co-chairs, the National Association of Counties’ Large Urban County Caucus looks forward to working with you as you develop a strong bipartisan coalition to achieve the Caucus’ goals.

    In 2001, the Large Urban County Caucus’ number one priority is to elevate the need for affordable housing, increase homeownership and tie all of this to sound sustainable economic development practices. We are extremely pleased the Congressional Urban Caucus is focused on the same mutual goals.

    Because of your leadership in these areas, urban county executives, commissioners and supervisors who will be in Washington, D.C. for a legislative fly-in on June 13-15, 2001 would like to host a Hill reception for you and Congressional Urban Caucus members on the evening of Weds., June 13. We also would like to recognize both of you with a short presentation that would take no longer than 10 minutes.

    We are currently working toward increasing affordable housing in urban counties by highlighting a national homeownership summit in Louisville, KY on April 4-6. Summit participants include Rep. Anne Northup, the National Association of Homebuilders, Freddie Mac, Fannie Mae, the Woodrow Wilson Institute, as well as many other public policy and sustainable communities experts.

    In closing, I can not say enough good things about your legislative staff in developing future possible programs to elevate the Congressional Urban Caucus. Harold Boyd and Stephanie Christensen have been invaluable partners, and we certainly look forward to working with them in the future.
