Abstract:
The Recorder/Elections Department On-Line Redistricting System is a web-based application that allows for review, commenting, and analysis of various redistricting scenarios for proposed Board of Supervisors Districts, Community College Districts, Justice Precicnts, and Voting Precincts. The system also features a module that allows an interested citizen to create his or her own redisticting plan for the Board of Supervisors Disticts. The system was designed to allow efficient access to redistricting information through an interactive map application that provided sophisticated Geographic Information System (GIS) functionality without any training, cost, or special software requirements for the user. Interested citizens, incumbents, challengers, and county staff could review possible district scenarios with a high level of detail with only a basic computer, web browser, and internet connection. Since redistricting is generally a complicatedd and politically volatile undertaking, the On-Line Redistricting System was an important factor in Maricopa County's successful effort to redistrict and reprecinct the county under a strict statutory deadline with a level of citizen involvement that would have been impossible without the system.
