Abstract:
The system of local government can be very difficult to understand for many citizens. Because of fears of "red tape" and simple lack of knowledge of county programs, some may choose not to cooperate or use local and county government and services to their advantage. In Orange County, Florida, the Planning Department has implemented the Video Library Series. The Video Library Series is a way to educate the public about county programs, and the processes of county government. The Series itself consists of 27 different videotapes, starring the most personable, and informed members of County Staff to explain the processes and purposes of their departments. The Series has how-to videos to explain projects they can do themselves, instructional videos explaining County policy and procedure, and Program videos that explain the county programs in which they may participate. The Series has been produced and aired on the County's cable channel. Because of this, the price for the program has remained minimal. County workers create the videos on staff time, making this project very affordable. Immediately after the video's release, many have called requesting it. It has even reached legislatures as far away as Texas. Many people have used the videos and expressed a good opinion of the series.
