President Kyle to present report to NACo Members using Internet
Briefing to cover new initiatives, proposed 2005 budget and legislative priorities

NACo President Angelo Kyle will give a Presidential Report to NACo Members on issues important to county officials on Thursday, Dec. 9 at 11 a.m. EST using Web conference technology.

The report will include information on Kyle’s three Presidential Initiatives, the proposed NACo budget for FY05 and next year’s legislative priorities. Joining Kyle in presenting the report will be NACo Executive Director Larry E. Naake.

Kyle and Naake will be speaking on the telephone through a conference call, while participants can see the report with text, charts and photographs on their computers.

President Kyle’s three initiatives are to:

NACo FY05 Budget PreviewThe NACo Board of Directors will vote on the proposed $21 million FY05 budget at its meeting on Dec. 11. The proposed budget includes a revenue and expense increase of 2.3 percent and ends 2005 with a net surplus of $1.15 million. Also part of the budget is $150,000 in new spending for marketing, an increase in conference fees and greater payments for income taxes. Other than the new funding for marketing, no new programs are proposed or any additional staff members.

The board will also vote on the 2005 legislative priorities at the Dec. 11 meeting. Among the issues considered for the priority list are reauthorization of TEA-21, revision of the Telecommunications Bill, prohibition of unfunded mandates and prevention of pre-emption of local authority.
