This position is equivalent to an assistant county manager,Êa senior executive manager within the county manager’s office that serves on the Strategic Executive Team of the county, with broad policy planning and management oversight responsibilities. The position reports to the county manager and assists the county manager with all phases of county government including leadership of one or more of the key focus areas.ÊThe incumbent will participate in strategic business planning, and budgeting for and assessing organizational and/or service performance; facilitate the development and implementation of policy proposals for approval by the county manager and the Board of County Commissioners; lead focus area leadership teams to achieve balanced scorecard objectives; represent the county with elected officials, other jurisdictions, citizen advisory boards and public forums; respond to citizen inquiries, requests and complaints; and evaluate performance of assigned county departments, program categories and/or services to ensure prompt, efficient and effective service delivery. The successful candidate will have a pro-active, team-oriented leadership style with an emphasis on creative, out-of-the-box thinking, building partnerships and encouraging collaboration within and outside county government.
Bachelor’s degree in business, public administration or a related field is required. Master’s degree in business or public administration is preferred. Mt. Lebanon, Pennsylvania, a suburban Pittsburgh community of 33,000, is seeking an experienced, progressive public works professional to serve as Public Works Director. The department has 27 FT employees (plus seasonal), an operating budget of $6.3 million and capital budget averaging $3 million annually. Responsibilities include oversight of various functional areas providing traditional public works services (including contract administration for services that are provided by private sector contractors), policy development and administration, establishing objectives for programmatic needs, development of annual and capital budgets, evaluation and recommendation of service delivery methods. Requires dedication to highest level of customer service, strong communication skills, ability to analyze and improve business processes including use of performance measures, knowledge of grants and basic engineering principles and infrastructure, and computer experience including GIS systems and project management software.
