Sustainable Development
2001 Joint Center Sustainable Community Award Winners: Cities and Counties Working Together for a Livable Future:
This Spring, 2002 publication details the accomplishments of seven outstanding multi-jurisdictional collaborations undertaken by mayors and county officials to enhance the lives of citizens. The publication and companion video showcases all the finalists with project summaries, and details the process undertaken, partnerships developed and results achieved in each of the seven award winning communities. The recipient initiatives address a range of local challenges from sustainable economic development, to housing for the elderly and poor, to effective and efficient transportation and land use planning. The Joint Center thanks the National Association of REALTORS®, Conectiv, and the International Council of Shopping Centers for their recognition and tangible support of the importance of collaboration and partnership building through this program.

Metro-Regional Transportation Solutions for the 21st Century: City-County Innovation through TEA-21
This December, 2002 Joint Center publication features eight successful Metro-Regional transportation initiatives enacted in the aftermath of 1998’s passage of TEA-21, the landmark transportation act. Intelligent Transportation Systems, congestion mitigation, bike and trail development, rail system development, and improving access to jobs are among the subjects addressed by mayors and county officials. The report highlights the innovations that were achieved due to the passage of TEA-21, and provides the thoughts and opinions of scores of mayors and county officials on just what has worked, and what has not. It is a must for all local officials who are struggling to find ways to address transportation-related challenges.

Growing Together: CitytCounty Smart Growth Profiles (1999)
In this publication, the Joint Center details six unique, but replicable smart growth projects undertaken through collaborative partnership by counties and central cities. The profiles selected detail several components of smart growth, including community visioning, consensus building, revenue sharing, endangered species protection, and land use planning. A highlight of the report is a detailed matrix, which denotes the specific problem addressed, barriers and challenges faced, and tools used to overcome them. 22pp.

Addressing Growth Challenges Through Sustainable Forestry Practices and Community Planning: Innovative Local Initiatives
This September, 2000 Joint Center publication focuses on three relatively small communities, one in the East (Russell, VA), one in the West (Gallatin, MT), and one in the far West (Hawaii, HI), and the innovative efforts each took to implement smart growth practices through sustainable forest practices and community visioning. Some of the key tools utilized were community visioning, stakeholder engagement, multi-jurisdictional collaboration, and GIS mapping. (20 pgs.)

From ISTEA to TEA-21: The New Transportation Law (1998)
The U.S. Secretary of Transportation and the head of the House Transportation Committee joins with county and state officials to explore the new law, its requirements, and how it differs from the old one. NACo’s Legislative Department and Training Division produced the two-hour satellite broadcast for officials and those who run county highway and mass transit departments.

NACE publishes an extensive series of Action Guides on subjects important to county engineers and public works managers. There are 18 Action Guides available, which are updated periodically, revised and/or replaced to keep them up to date. NACE also publishes a series of Training Guides for road crews. The Training Guides present the basics of a variety of operations in a pocket-sized training book.
NACE Action Guides are $7 each for members, and $10 each for non-members. Training Guides are $5 each for members and $7 each for non-members. A full set of all NACE publications, (all Action Guides and all Training Guides) is $135 for members and $200 for non-members. There is an additional charge for shipping.
